A contested plan to change beachfront development rules in Treasure Island is on hold again after city commissioners voted 3-2 Tuesday night to delay a decision.

The proposed Planned Development ordinance would allow property owners to seek customized approval for individual redevelopment projects. Much of the debate centers on the historic Thunderbird Beach Resort, which has sat closed since Hurricane Helene damaged the area.

Under the proposal, certain hotels in designated resort areas could increase the current 60-foot height limit to 80 feet while adding guest rooms.

Dozens of residents packed Treasure Island City Hall for Tuesday’s meeting. Commissioners voted to postpone the item before public comment began.

Supporters say the rule changes would help storm-damaged resorts rebuild more quickly. Opponents worry taller buildings would change the character of the beach town.

Valerie Acree, whose home was destroyed by Hurricane Helene nearly 22 months ago, said the city is still far behind in its recovery compared to neighboring communities. She said she does not believe the proposed changes would preserve the town’s small-scale feel, citing the cost pressures developers face.

Commissioner Arden Dickey said decisions affecting building height and density will shape the city’s future character and should not be rushed. Vice Mayor Tammy Vasquez took the opposite position, arguing that continued delays are holding up property owners who need flexibility to repair storm damage.

Resident David Elliott said allowing business owners to rebuild is necessary for the town to fully recover. Resident Grant Smith supported the commission’s decision to wait, saying officials still lack the information needed to make an informed call on height and density changes.

The Treasure Island City Commission is scheduled to take up the proposal again at its next meeting on Aug. 18 at 6 p.m.
