Pinellas County has thrown out both proposals to redevelop nearly 25 acres of county-owned land in downtown Clearwater, leaving a major project in limbo weeks after the bidding deadline.
In an Oct. 13 letter, the county’s Office of Management and Budget said it was rejecting all proposals “with the intent of exploring additional options.” The letter, signed by Purchasing Division Director Merry Celeste, gave no reason.
The county says legal parameters prevent it from explaining the decision or saying whether it will reopen bidding. Interim Communications Director Tony Fabrizio said staff is still reviewing options for a sale that helps activate downtown Clearwater.
The solicitation covered 17 county properties, 34 parcels totaling roughly 24.5 acres. The county wanted a master developer to build a mixed-use district with residential, commercial, retail, hospitality, and public space.
The sale is tied to the county’s plan to move most downtown government operations to a new complex near Ulmerton Road and Icot Boulevard. The county bought 21 acres there in 2023 for $33 million, and the new government center is expected to open in 2029. Selling the downtown parcels would offset construction costs, reduce borrowing, and return tax-exempt government property to the tax rolls.
The county hired commercial real estate firm CBRE Inc. to structure the solicitation and evaluate developers. Officials had expected to review submissions in October, begin negotiations in November, and pick a partner in April 2027. The rejection casts doubt on that schedule.
Downtown Clearwater has seen heavy public and private investment, including the Coachman Park redevelopment, improvements along Osceola Avenue, and planned hotel and residential projects. Officials have said they want to connect those efforts to Cleveland Street and the waterfront and attract industries beyond tourism.
