Oldsmar Has Just 10 Backyard Homes After 30 Years and Wants More

·

After three decades with only a handful of takers, Oldsmar is asking residents whether to open the door to more accessory dwelling units, a change that would make 271 additional properties eligible.

Accessory dwelling units, often called granny flats or in-law suites, are small homes built on the same lot as a primary residence. Oldsmar has permitted them in its Town Center district for 30 years. City officials say the district has about 200 eligible properties, and only 10 have an accessory unit.

City Manager Felicia Donnelly said the idea comes from the comprehensive plan the City Council adopted in 2023, which included a policy item directing the city to consider expanding the district. Based on Pinellas County’s track record, she said, the city projects about 11 more units over the next 10 years if the expansion goes forward.

No decision has been made. Donnelly said the city wants public input on whether to expand eligibility and, if so, what rules should govern the units. She said several factors are still being weighed.

Resident Chad Scerbo has one of the existing units on his property, where his mother lives. A longtime Oldsmar resident, he said the city has changed a great deal since it was a country town of dirt roads, cows, and barns 40 years ago. The unit has worked well for his family, he said, keeping his mother close and comfortable.

Scerbo said he supports the concept but wants the city to slow down. He said Oldsmar needs “a big deep breath” and should first see how downtown development plays out. His wife works for the city’s planning and development department.

The city held an ADU Community Town Hall Thursday night at the TECO Hall at the Oldsmar Public Library. Residents who missed it can submit feedback through an online form on the city’s website.
