The Tampa City Council will decide Thursday morning whether to lock the city into its share of funding for a new $2.3 billion Tampa Bay Rays ballpark, a vote that could commit taxpayer dollars to the project for years to come.

The council meets at 10 a.m. to consider finalizing the city’s contribution to the stadium, proposed for a Hillsborough College site on Dale Mabry Highway across from Raymond James Stadium. Mayor Jane Castor said last week that city and county negotiators had reached a tentative agreement on how to fund the project, but council approval is not guaranteed.

Much of the suspense centers on Councilman Bill Carlson, seen as a potential swing vote. Carlson backed the memorandum of understanding that set the framework for a deal in May, but warned then that he would vote no if the deal’s structure didn’t change to better protect public interests.

On Wednesday, Carlson signaled he may now be satisfied with the revisions. Writing on X, he credited negotiators for pushing back against the original terms: “Local officials have done exactly what taxpayers elected them to do. They pushed back. They negotiated. They challenged assumptions. They forced changes. The final agreement reflects that work.” He said the biggest improvement involved changes to the public side of the deal, though he did not detail the full terms in the post.

Carlson’s comments suggest he may be leaning toward a yes vote, which could supply the margin needed to advance the deal — a notable shift given his earlier threat to block the agreement over insufficient taxpayer protections.

If the city council approves its share Thursday, the Hillsborough County Commission is expected to take up its own vote Friday. Approval from both bodies would finalize the public commitments and clear the way for construction to begin. Rays officials have said they hope to play in the new facility in time for the 2029 season.

The vote comes as cities nationwide continue to grapple with whether public dollars should subsidize privately owned sports franchises, with critics arguing such deals routinely underdeliver on promised economic returns while shifting financial risk onto residents. Supporters, including Castor’s administration, contend the project will spur development and jobs around the Dale Mabry corridor.
