Florida students, parents, and educators will see several changes this school year as new state laws take effect and recent court decisions influence school policies statewide. The changes affect classroom instruction, school operations, student athletics, and employee rights.
Among the most significant changes is a new law requiring later start times for many public schools. Beginning this school year, middle schools generally may not begin before 8 a.m., while high schools may not start before 8:30 a.m. Districts that received temporary exemptions must comply once those waivers expire.
Florida’s expanded school choice programs also continue to grow, allowing more families to use state-funded scholarships for private school tuition and other approved educational expenses.
Other recently enacted education laws include new requirements for elementary students to demonstrate proficiency in cursive writing by fifth grade, expanded teacher mentorship programs, and additional flexibility for certain private schools to operate in commercial buildings without rezoning.
Several recent court rulings could also affect Florida schools.
The U.S. Supreme Court upheld Tennessee’s law restricting gender-affirming medical care for minors, a decision that may influence legal challenges involving similar laws in Florida and other states.
Another Supreme Court ruling expanded protections for parents seeking religious accommodations in public education, reinforcing families’ ability to opt their children out of certain classroom activities when those activities conflict with sincerely held religious beliefs.
Additional legal decisions have addressed issues including public employee speech, disability rights and other education-related matters that schools may need to consider when developing policies for the upcoming academic year.
State education officials say districts are expected to implement the new laws and comply with applicable court rulings as students return to classrooms. School districts across Florida have been updating policies and procedures ahead of the new academic year to reflect the changes.
