Madeira Beach city commissioners are scheduled to hold a final vote Wednesday on a $150 million hotel development proposed for the heart of John’s Pass Village.

The project, led by JPV Hotel Property partner Bill Karns, calls for a six-story, 87-room hotel that would join Marriott’s Tribute Collection, a brand designed to reflect the character of the local area. Plans include 7,550 square feet of retail space, a 3,350-square-foot first-floor restaurant, a 1,000-square-foot café, a 3,900-square-foot rooftop restaurant with a pool, and 2,800 square feet of event space.

Karns said the hotel is designed to match the look of the historic tourist district, with architecture meant to echo buildings constructed in John’s Pass during the 1930s and 1940s.

The development sits on 1.4 acres assembled from 15 separate parcels that Karns spent years acquiring, land currently used for 180 parking spaces. The new hotel would include a six-story parking garage, hidden from street view, with more than 264 spaces. Under an agreement with the city, the hotel cannot charge more than $1 above Madeira Beach’s standard parking rate.

Pinellas Beaches Chamber of Commerce CEO Barry Rubin said John’s Pass, one of the county’s top tourist draws, currently lacks upscale hotel accommodations comparable to the proposed project.

As part of the deal, the city would allow the developer to build on a 3,360-square-foot section of Fisherman’s Alley, which currently splits the two parcels. In exchange, the developer would provide a 16,000-square-foot easement to extend Pelican Lane from 129th Avenue to the boardwalk, along with 10-foot-wide sidewalks, a public park with restrooms, and an event stage.

City commissioners unanimously approved a rezoning and development agreement on first reading June 10, with no public opposition raised at that time. Final approval requires a second public hearing and a super-majority vote. That vote is scheduled for July 8 at 6 p.m., even though one commissioner will be on vacation.

Karns said he is optimistic the project will secure the needed 4-0 vote. If approved, he said he hopes to open the hotel by fall 2028.
