Pinellas County has officially launched a 90-day bidding period for the redevelopment of 17 county-owned properties in downtown Clearwater, marking a major step in a plan that could reshape the city’s core for decades to come.

The county is seeking proposals from developers interested in redeveloping approximately 25 acres of land that will become available once government operations relocate to a new consolidated campus near U.S. 19 and Ulmerton Road. County officials say the move is intended to replace aging facilities and improve operational efficiency. The county estimates the relocation will save approximately $150 million in maintenance costs over the next 50 years.

The redevelopment area consists of more than 30 parcels spread across 17 properties in downtown Clearwater. County leaders have stated that their goal is to create a mixed-use district that serves residents, businesses, and visitors while revitalizing the downtown area.

Developers now have 90 days to submit proposals. After the submission period closes, county officials plan to narrow the field and select a preferred proposal for further review and public discussion.

The initiative follows months of community engagement. Earlier this year, residents, business owners, and preservation advocates provided feedback during public meetings regarding the future of the county-owned properties. Some residents expressed support for redevelopment opportunities, while others urged the county to preserve historic elements of the existing downtown landscape.

Downtown business owners are also closely watching the process, with many hoping new development will attract additional residents, workers, and visitors to the area. County officials have emphasized that redevelopment is expected to occur in phases and will likely take years to fully complete.

The bidding period represents one of the largest redevelopment opportunities in Clearwater’s recent history and could significantly influence downtown’s future character and economic activity once the county vacates the properties.
