Florida Fishing Charter Captains Push Back on New Non-Resident License Rules

·

A recent change to Florida’s fishing license rules is drawing criticism from charter captains and fishing guides who say the new policy creates unnecessary hurdles for out-of-state tourists.

The Florida Fish and Wildlife Conservation Commission recently updated its rules so that non-residents can no longer purchase short-term three-day or seven-day recreational fishing licenses online. Visitors must now buy them in person at select tax collector offices, certain Walmart locations, and some bait-and-tackle shops. Previously, out-of-state anglers could purchase a three-day license for $17 or a seven-day license for $30 through the FWC’s “Go Outdoors Florida” website before arriving for their trip. Now, only annual licenses remain available online for non-residents.

Captain Dylan Hubbard, owner of Hubbard’s Marina in Madeira Beach and president of the Florida Guides Association, says visitors are frustrated by the added step, and some are canceling or avoiding booking trips altogether. “You and I both know how much of a joke that is to tell someone from out of state to go to our local DMVs on their vacation,” Hubbard said. “It’s a nightmare.”

Hubbard launched a Change.org petition opposing the change that has already gathered more than 3,000 signatures.

The FWC said the rule change is intended to keep online sales simpler and more streamlined, reduce the number of short-term licenses purchased in a single year, and direct license revenue toward conservation and fisheries management programs.

The rule does not affect all guides equally. Saltwater charter guides typically carry blanket licenses covering all passengers on board, but freshwater guides and those leading kayak, surf fishing, and shark fishing trips do not have that option.

Hubbard says he hopes state lawmakers will address the issue during upcoming budget hearings and restore online access for short-term non-resident licenses.
