The Indian Rocks Beach city commission has unanimously approved a new citizen advisory panel and taken steps to protect residential streets from beachgoer overflow as a paid parking program prepares to launch later this month.

The Neighbor Advisory Board, approved 5-0 on April 14, will consist of five regular members and two alternates serving one-year renewable terms. Members must be full-time residents of Indian Rocks Beach, and the commission can appoint and remove them as needed.

City Manager Ryan Henderson said the intent was to ensure the board reflects people who actually live in the community. The panel’s name, membership requirements, and composition were debated over several weeks before the commission settled on the full-time residency standard.

Mayor Lan Vaughn also proposed establishing subcommittees under the board, with up to three non-residents, to create a citizen advisory structure that would operate in perpetuity.

In a separate 5-0 vote, commissioners established a Hurricane Task Force to assess the city’s storm preparedness, identify vulnerabilities, and develop recommendations for improving severe-weather resilience — an initiative Henderson said he had been considering since he was hired in October, following the 2024 hurricane season in which Hurricanes Helene and Milton struck the Gulf Coast within two weeks of each other. Unlike the advisory board, the task force will operate under looser membership criteria and is expected to begin work immediately before being dissolved once its work is complete.

On parking, with the city’s paid parking pilot program set to take effect May 18, commissioners unanimously agreed to bar on-street parking citywide except for vehicles displaying a resident parking decal — a move aimed at keeping beachgoers from spilling into neighborhood streets. Henderson noted the change may require a traffic study to ensure it meets legal requirements.
