Clearwater Executive Airport is moving forward with a long-awaited terminal upgrade after the Clearwater City Council approved a construction contract Monday night.

The council approved a $13.6 million contract with Bandes Construction Company to build a new terminal at the airport.

The new facility will replace a double-wide trailer that has served as the terminal since 2004, according to FlyUSA CEO Barry Shevlin, whose company operates the airport.

The project combines three components: a new terminal building, a redesigned entrance and parking area, and taxiway improvements. The city’s marine and aviation director said the two-story, nearly 18,000-square-foot facility will include flight simulators, an improved flight operations area, a community room, and additional amenities.

Funding for the project draws from multiple sources. The council also considered accepting an additional $2.4 million from the Florida Department of Transportation, raising the state’s total contribution to $3.9 million and bringing the overall grant program to $7.8 million. Under its agreement with the city, FlyUSA will reimburse the city for its share of the grant funding — up to $3.9 million — and cover any cost overruns tied to that portion.

Clearwater Executive Airport primarily serves piston and turboprop aircraft, supporting flight training and regional travel across Florida and the Southeast.
