Hillsborough County commissioners voted unanimously on Wednesday to continue negotiations with the Tampa Bay Rays on funding for a new ballpark estimated to cost $2.3 billion on the Hillsborough College campus in Tampa.

The 113-acre campus site on North Dale Mabry Highway sits across from Raymond James Stadium. The decision came one day after Gov. Ron DeSantis publicly supported the project.

While the vote was unanimous, commissioners expressed varying levels of support. Some raised concerns about using Community Investment Tax (CIT) funds for the stadium rather than for public safety, infrastructure, and existing facilities.

The Rays have proposed several potential funding sources, including future CIT revenue exceeding estimated annual growth, bed tax, a special tax on the area surrounding the stadium, and facility rental charges. Commissioner Ken Hagan stated the agreement cannot happen without CIT funding.

The proposed development would mirror The Battery Atlanta at Truist Park, featuring a stadium surrounded by bars, restaurants, retail spaces, and residential units. Economic impact studies are currently underway to assess potential effects on the region.

Commissioner Ken Hagan, who made the motion to continue negotiations, noted that despite ongoing discussions, the commission may ultimately fail to reach a funding agreement with the team. The Tampa Sports Authority discussed the proposal on Tuesday but took no action.
