Tampa City Council is reviewing a proposed ordinance to regulate bicycle use on city paths, including the Riverwalk and along Bayshore Boulevard, citing safety concerns.

The ordinance would prohibit wheelies, tricks, and large groups of cyclists on these paths. It would also limit cyclists to riding no more than two abreast and require helmets for riders and passengers under 16 years old. Additionally, bicycles could not carry more people than they are designed for.

Local officials say law enforcement has observed an increase in large bicycle groups obstructing pathways, raising concerns about potential accidents. In August, Tampa Police responded to an incident involving approximately 200 riders on regular bikes, e-bikes, and dirt bikes traveling through South Tampa, running red lights and performing wheelies. Four people were arrested and several tickets were issued.

The proposed regulations would apply to both motorized and non-motorized vehicles on city paths. Violations would carry escalating fines: $75 for a first offense, $150 for a second, $300 for a third, and $450 for subsequent violations.

The City Council will conduct a first reading of the proposed ordinance at Thursday’s meeting. A final decision will require a second reading at a future date.
