Weekend flooding in St. Petersburg’s Disston Heights has reignited neighborhood concerns over a new housing development they say is worsening stormwater problems.

Several residents told WFLA they warned city leaders last year that the Palm Lake Urban Sanctuary attainable housing project would create runoff issues.

“I’ve lived here 30 years, and this place has never flooded — not even after hurricanes,” said Randy Bryant. “Now it’s happening before the project is even finished.”

In 2023, dozens spoke out at City Council against the project, citing worries about drainage, city infrastructure, and public safety. Some also criticized the council for ignoring neighborhood opposition.

Residents shared photos and videos from the weekend showing standing water and what they believe was runoff from the construction site.

The city confirmed its Public Works team is inspecting the site to ensure the developer is following permit requirements, including installing proper sediment barriers.

Developers and project partners insist the drainage system meets all city and Southwest Florida Water Management District standards, and say they will continue to monitor compliance.

Palm Lake Christian Church, which owns the property, says the 86-unit development is intended to help residents earning 80% or less of the area’s median income remain in St. Pete. “We understand many in our direct community would rather see affordable housing built elsewhere,” the church said in a statement, adding that building on the site was a “difficult decision.”

The project’s development team also noted that last weekend’s downpours produced rainfall rates of roughly one inch every 15 minutes, triggering flash-flood warnings across parts of the city.

Still, residents remain skeptical — and worried about what might happen when a stronger storm hits. “We knew this was going to happen,” Bryant said. “Now here it is, and nobody’s taking responsibility.”
