Hillsborough County Property Appraiser Bob Henriquez has proposed a novel Home Insurance Relief Property Tax Credit to ease the financial burden on homeowners facing skyrocketing property insurance costs. 

The plan, which would offer tax credits to offset home insurance premium increases of 15% or more for owner-occupied homes with household incomes below $150,000, comes as Governor Ron DeSantis pushes for statewide property tax relief

DeSantis recently proposed a $1,000 rebate for each of Florida’s 5.1 million homesteaded properties in 2025, aiming to cover state-mandated school taxes while advocating for a long-term constitutional amendment to eliminate property taxes entirely.

However, implementing similar property tax credits in neighboring Pinellas County faces significant challenges. Property taxes fund critical services, including over 50% of school district budgets and nearly a fifth of county and municipal revenues. 

Reducing taxes could strain these services, especially in Pinellas, where the county recently lowered its property tax rate for the third time in four years while maintaining a $4.3 billion budget. Unlike Hillsborough, Pinellas relies heavily on the Penny for Pinellas sales tax to fund capital projects, limiting flexibility to redirect funds for tax credits without risking voter-approved initiatives.

Pinellas homeowners already benefit from exemptions like the Homestead Exemption and Save Our Homes cap, which limits annual assessment increases to 3% or less. Yet, with rising property values and insurance costs, some argue for additional relief. 

Critics warn that tax credits could shift the burden to sales or other taxes, impacting non-homeowners and tourists, a key concern given DeSantis’ focus on resident-only benefits.

As Hillsborough’s proposal is debated, Pinellas officials must weigh the feasibility of tax credits against maintaining essential services, a delicate balance in a county with unique fiscal constraints. Whether Pinellas follows suit remains an open question.
