The U.S. Army Corps of Engineers (USACE) is providing temporary roof repairs for Tampa Bay area residents affected by recent hurricanes through its Operation Blue Roof program. The free service helps homeowners protect their properties while navigating insurance claims and permanent repairs.
“This isn’t your typical tarp installation,” explains Maj. Matthew Westcott, Deputy Commander of USACE Jacksonville District. “We use poly pro sheeting with fiber reinforcement that’s both UV and water-resistant. Professionally certified contractors handle all installations.”
Program Eligibility Requirements
- Property must be the applicant’s primary residence
- Roof structural damage cannot exceed 50% of framing
- Owners must provide proof of ownership; renters need landlord permission
- Residents must confirm they will continue living in the home
- Roof material must be compatible with tarp installation (typically standard shingles)
- Metal roofs and mobile homes are evaluated case-by-case
- Slate, asbestos, clay tile, and similar materials are ineligible
Local resident Susan Quarterman exemplifies those seeking assistance after Hurricane Milton damaged her roof. “When you’re still working, repairs often get delayed,” she explained after visiting the Mobile Command Center following her night shift as a toll worker.

Residents must bring identification and proof of address. The application deadline is November 5, and registration can be completed either in person or online. The program, which has already completed thousands of installations, aims to provide temporary protection while homeowners arrange permanent repairs.
